Causal-Layered Analysis of Environmental Considerations in the 2031 Program of Isfahan Municipality

Abstract

The city of Isfahan faces numerous environmental challenges such as water crisis, air pollution, and climate change; challenges that threaten the quality of life of citizens and are a serious obstacle to sustainable urban development. In the meantime, the “Isfahan Municipality Program 1410” has been formulated as a major plan with the aim of improving environmental conditions and enhancing the quality of life. The present study was conducted with the aim of analyzing in more depth the factors affecting environmental crises and identifying effective solutions to confront them. Environmental issues in this study have been analyzed at four levels: first, obvious and everyday problems; second, structural and managerial factors; third, thought patterns affecting urban policymaking; and fourth, beliefs and cultural symbols affecting public attitudes towards the environment. Research data has been collected through document study, analysis of municipal reports, citizen surveys, and interviews with 300 elites and experts. The results show that the 1410 program requires a comprehensive, systems-oriented, and cross-sectoral approach. While its current focus is limited to municipal actions, achieving environmental goals requires participation and coordination among various institutions. Lack of financial resources, lack of inter-sectoral coordination, and lack of holistic solutions are among the most important obstacles to the effective implementation of this program.
