Systematic Evaluation of Social Dimension to Implement Electronic City in Bojnord

Abstract

Because of importance of E-city, social aspect was considered in the current research, and systems thinking methodology was applied due to its various use in the field of planning. The method of research is descriptive- analytic and deductive and both qualitative and quantitative methods are used. In the quantitative part, the population includes citizens and urban managers. Sample of the population of citizens was calculated based on Kokran-Formula which was 340 persons and manager were 69. In the qualitative part, 4 managers were chosen for the purpose of interview by snowball method. To investigate the relationship between social factors, identified in the theoretical foundations and the willingness of people for using novel technology, the ordinal regression test was employed, also weighted average method for prioritizing effective factors was used, and Chi-square was utilized to identify the challenges, and finally Vensim-software for drawing cause and effect diagram and interview for the final system. Results show that there is a connection between identified social factors and willingness of people for using novel technology. One of the challenges in the social aspect is the lack of attention to the curriculum of managers. From the point of view of both groups level of citizen education has the first priority among the social effective factors which was in parallel with the systems thinking results with identifying critical elements
