امکان‌سنجی تحقق پروژه‌های انتقال حق توسعه براساس شناسایی و پهنه‌بندی حوزه‌های مستعد توسعه (نمونۀ موردی: شهر شیراز)

چکیده

یکی از روش‌های حل مشکل رشد بی‌رویۀ شهرها، برنامۀ انتقال حق توسعۀ TDR [1] است. در این پژوهش، مناطق مختلف شهر شیراز که با چالش گسترش ناموزون و تخریب گستردۀ باغ‌ها و فضاهای سبز مواجه است، در چارچوب مفهوم انتقال حق توسعه مطالعه شده است. روش پژوهش در این مطالعه، توصیفی-تحلیلی است که در آن عوامل مؤثر بر تحقق رویکرد انتقال حق توسعه به‌منظور حفظ اراضی باارزش کشاورزی و تاریخی شهر شیراز شناسایی و همچنین نواحی مناسب برای اجرای این پروژه در شهر با توجه به شاخصه‌های رویکرد انتقال حق توسعه تعیین شدند. حجم نمونه برای اولویت‌بندی و ارزیابی معیارها با روش گلوله‌برفی تعیین و تعداد 15 پرسشنامه به‌وسیلۀ کارشناسان برنامه‌ریزی شهری آشنا با بافت شهر شیراز تکمیل شد. در تحلیل داده‌ها، از روش‌های توصیفی و مقایسه‌ای و برای مکان‌یابی نواحی مناسب این رویکرد نیز از مدل تحلیل سلسله‌مراتبی فازی استفاده شد. نتایج این تحقیق، پهنه‌بندی نواحی مستعد توسعه در شهر شیراز است. این مهم از برهم‌نهادن نقشه‌های شاخص‌های تعداد طبقات، متوسط اندازۀ قطعات و دانه‌بندی، میزان نزدیکی پهنه‌ها به شبکۀ شریانی درجۀ 1 و درجۀ 2 شهری، میزان نزدیکی به نواحی خدمات شهری و مراکز تجاری، روند گرایش ساخت‌وسازها به‌وسیلۀ توسعه‌دهندگان در پهنه‌های مختلف شهری، روند گرایش سکونت مردم در پهنه‌های مختلف شهری، بررسی طرح‌های بالادست و سیاست‌های کلان توسعه انجام شده است. همچنین ضوابط مرتبط با شاخص‌های پیش‌گفته به‌منظور تحقق پروژه‌های انتقال حق توسعه در شهر شیراز نیز ارائه شده است. از جملۀ این ضوابط می‌توان به ارائۀ تراکم تشویقی در صورت تجمیع قطعات ریزدانه بافت فرسوده، بازنگری منطقه‌بندی محدودیت طبقات در نواحی میانی، گسترش ارائۀ خدمات به‌صورت محلی و ناحیه‌ای در پهنه‌های جنوبی و شرقی و ایجاد نواحی خدماتی و مراکز جاذب جمعیت در پهنۀ شرقی شهر اشاره کرد.

Different methods have been considered to solve the problem of uncontrolled growth of cities, one of which is the TDR. in this study, different areas of Shiraz, which are currently facing the challenge of uneven expansion and widespread destruction of gardens and green spaces, have been studied in the context of TDR concept. Using the principles of this approach, receiving and sending areas are identified and a location and zoning map and areas prone to development is presented as research output.
The research method in this study is descriptive-analytical. In it, the effective factors on the realization of the transfer right transfer approach in order to preserve valuable agricultural and historical lands of Shiraz were identified. Also, suitable areas for the implementation of this project in the city were determined according to the characteristics of TDR approach. In this regard, the required information has been collected through library information and survey studies (questionnaire and observation)
The results of this study provide a zoning map of areas prone to development in Shiraz by juxtaposing maps related to the indicators of number of floors, average plot size and granulation, the proximity of zones to the 1st and 2nd degree urban arterial network, the degree of proximity to urban service areas and commercial centers, the trend of construction tendencies by developers in different urban areas, the trend of housing in different urban areas, review of upstream plans and Macro-policies have been development and identification of valuable areas and other unsuitable areas for development.
